Our commitment and approach to maintaining an accessible website

Ballina Town Council is committed to maintaining an accessible website. Our commitment to this is stated in the Mayo Local Authorities Customer Care Charter (external link).

Ballina Town Council is committed to ensuring that this website achieves "Double-A" conformance with the World Wide Web Consortium's (W3C) Web Content Accessibility Guidelines (WCAG) 1.0. This means that every page will comply with all checkpoints in the top 2 priorities of WCAG 1.0, to comply with the National Disability Authority's Code of Practice on Accessibility of Public Services and Information Provided by Public Bodies. The National Disability Authority's Centre for Excellence in Universal Design has an introduction to policy and legislation relevant to Universal Design in Ireland.

Ballina Town Council is committed to ensuring that any new additions to the website will achieve "Level AA" conformance to the World Wide Web Consortium's (W3C) Web Content Accessibility Guidelines (WCAG) 2.0.

Ballina Town Council is committed to ensuring that accessibility will feature in any future procurement requests for 3rd-party systems or upgrades to existing systems.

Statement of the website's conformance with official accessibility guidelines

Most of our website conforms to WCAG 1.0 "Level AA" and meets many WCAG 1.0 and 2.0 "Level AAA" checkpoints.  The most recent accessibility audit for this website took place during Summer 2009 with a spot check in Q2 2010.

We are aware of some areas on the website where accessibility can be improved. We are currently working to achieve this. We hope that this website will achieve "Double-A" conformance with the World Wide Web Consortium's (W3C) Web Content Accessibility Guidelines (WCAG) 1.0 by the end of Q4 2010.

eAgenda System While our online Meeting and Agenda system (eAgenda) is itself Accessible, it uses documents provided in non-Accessible formats (ex. Word and PDF documents which are not in Accessible formats).

This will be an ongoing challenge as meeting documents are not available until the statutory 3 days before meetings take place and come from a variety of sources--many outside the control of Ballina Town Council (ex. national and international agencies, think tanks, statutory agencies, community and voluntary groups, firms, etc.).
Ballina Town Council staff will be provided with Accessible Word templates in late 2010/early 2011.  It is planned that these would be used to create Accessible HTML versions of most documents used on the system.  However, not all documents will be available in an Accessible format for the forseeable future, due to the use of documents from sources outside the control of Ballina Town Council.   • Most Ballina Town Council forms are provided only in Word format to facilitate form completion by customers..
  • Many documents and reports are provied only in Word or PDF formats which are not Accessible.

Accessibility features of this website

  • Resizable Text - this allows users to increase/decrease the size of the text on the page making it easier to read comfortably.  To use this feature, simply click on the As located at the top right of your screen.
  • Use of Cascading Style Sheets (CSS) for layout control of presentation. This allows users to disable the style sheets and/or use their own custom style sheets to make the site easier to read.
  • All data tables and forms contain additional mark-up that may help assistive technologies such as screen readers
  • Skip link navigation to allow visually impaired users to easily move around on a web page.
  • All documents are marked up appropriately, with meaningful links and correct heading structures. 

A Note on PDF and Microsoft Word Format Documents

The website uses W3C (World Wide Web Consortium) technologies wherever possible. However there remains a number of documents that use the Portable Document Format (PDF) and/or Microsoft Word.

While we have attempted to provide accessible alternatives for these documents you may find certain documents on this site are available only in these formats, which require you to download and install the free Adobe Acrobat Reader software.
